Kuwait is a mature oil producer with capacity of just over 2.5 million b/d, nearly all of which is bound for the export market. Efforts to expand production significantly rest on agreement over suitable contract forms to enable foreign expertise and funding to be tapped. The country is an active member of the Organisation of Petroleum Exporting Countries.
Kuwait is currently considering the establishment of a fourth refinery at al-Zour which would replace one of the existing plants, targeting both domestic and export markets. Natural gas is an emerging area of interest, due to strong domestic demand, and the country hopes to develop some of its own reserves and import from regional states in order to encourage its usage.
